I... think they might have changed that 'mana burn' thing, because it's been absent in all of my experiences with Magic. Might want to double-check that.

I had a deck based on the fledling dragon, a 2/2 3 red mana and 2 colorless mana flying red creature. When i had threshold it gained +3/+3 and "+1/+0 for evert red mana i spent each turn, untill the end of the turn"
That deck had a "Mirari's wake" card in. Which dobuled the mana generated by basic land cards, only when the mirari's wake was in game i had problem with mana burn.
It's something mostly uselss. But it may happen, As i said i haven't played in a while, the rules might have changed.

Not really, simple cards, well combined can still be pretty good. You'll need a few, 4, maybe 8 good cards to make a good deck, the rest can be common.

To be totally honest, you don't need to spend that much to have a good deck. It cost me about 15 dollars total (the base deck plus a few individual cards) to make one decent deck. Just make sure you stick with one or two decks, and don't go crazy with multiple shelves of them.

and no matter how expensive someone elses deck is, if you only have the money for a simple deck but stick to the basics, you can still trounce someone with a 600$+ deck.
A big-green-creatures-that-smash-you-flat deck is stone simple to make, and very effective.
And as for playing magic sans cost, try LackeyCCG; i cant recommend it enough.
and note: Mana Burn never went away; any time you end a phase with mana in your mana pool, you take that as damage.
