Randomly decided to check in after years and see talk of Doordie and Amel. Lots of fun memories! Arguably my first long time character, Narwyn, ended up closely aligned with Amel as his protege.
Doordie was one of the best RP's I ever played with. His stories, with his character Amel, were amazing. Rich, deep, complex. I hope Doordie is doing well! You have a really great Uncle!
The Red Wizards use it to pour the arcane ability of several wizards into the spellcasting of one. Typically a few apprentices lend their spellcasting to a master wizard so that his spells become tactical nukes instead of mere artillery.

I think the miracle spell does pretty much the same things as the wish spell, but since it's a cleric spell any cleric who can cast 9th level spells knows it.
As for sanctify the wicked, I had something going with creating a magical item based on that spell back when trying to save Crafty McGee when he was possessed by the demon guile. I figured that only spell casters from the celestial knights would know sanctified spells (from book of exalted deeds) so Keira, the one from the celestial order, was doing the actual enchanting. Don't know if the item ever got created though, but it could be useful for something eventually if it was.

Sanctify spells can be cast by anyone good. They are neither Aracane or Divine, so all that is required is the Good alignment and being ablethe cast spells.
You don't even need an exalted feat.

I know that. But they are mostly taught by celestial being and only to those they deem worthy. That's why I thought only spell casters from the celestial order might know them.

Like Ren and Miggen, I'll say that use of any non-NWN spell, even one your char RP'd researching as a new spell that isn't in the SRD, would be fine as long as its use is by mutual consent where it affects other characters, either directly or indirectly (i.e., a spell that makes your char invulnerable to persuasion most certainly affects any PCs and NPCs that might try to persuade your char, so that's one to check with the PCs and/or DMs as applicable). Also, choose spells within reason (i.e., levitate and fly aren't mechanically supported so using those would be immersion-breaking: OOC I fly over head following you and I'm in the ethereal plane so I can spy on you... ignore me if you see me to represent that). Additionally, I would expect that anyone actually casting a spell not in the NWN spell arsenal is leaving an empty spell slot from their memorized list to represent memorizing that non-NWN spell... otherwise just keeping your full NWN spell arsenal and adding more non-NWN spells is teh cheez-wiz.
Minor things for flavor... yeah, sure. Anything else, you need to check in with those affected.
